According to Binance’s announcement of 1 November, the first phase of withdrawals was being prepared for 06:00–09:00 UTC, or 08:00–11:00 Estonian time. Services would reopen by asset and network, with possible initial delays.
The company states that approximately 95% of the impacted amount has been covered and that the outstanding portion concerns less liquid tokens. Binance says it will bear the financial impact of the stolen funds itself. These are company statements, not independent confirmation in this news item that all liabilities are fully covered. Binance recovery announcement.
What should a business using the platform document?
We recommend that the management board record:
- which assets and obligations depend on the platform;
- whether withdrawals of the specific asset on the required network actually work;
- which legal entity is the contractual counterparty;
- which withdrawal attempts, responses and restrictions can be evidenced;
- how the business will meet its own obligations if the disruption continues.
A reserves snapshot can provide important information, but its assessment requires separate checks of the assets, liabilities and restrictions covered. Replenishing assets does not mean recovering stolen assets, and the existence of assets does not guarantee their immediate availability.
