The purpose of cooperation must be linked to specific data

For a bank, payment institution or crypto-asset service provider, the central question is how to make cooperation effective without unjustifiably broad data sharing.

We recommend starting an assessment with four questions: what information is shared, for what purpose, with whom and for how long? Participants’ responsibilities, access rights, correction arrangements and the audit trail must then be assessed.

For example, sharing a risk indicator and making an entire client file accessible are not equivalent in the scope of data processing involved. The technical ability to combine data does not determine which sharing is permitted and necessary.

The current initiative gathers practical input; it is neither final guidance nor a general permission to share client data.
