CASP authorisation in Estonia

The starting point is what the business actually does for its clients, how money and crypto-assets move, and which EEA markets it intends to serve. Crypto-asset services, token issuance and payment services raise distinct regulatory questions. An existing financial licence may lead to a different route, which must be assessed separately.

In Estonia, Finantsinspektsioon handles applications for CASP authorisation. Since 18 March 2026, the application must be submitted through its application portal.

We assess the service perimeter and proposed operating model; advise on management, ownership, outsourcing, safeguarding, AML/CFT and conflicts; and prepare or review the agreed parts of the application. We also help reconcile the business plan, policies, contracts and evidence before submission and address supervisory questions during the procedure.

The company and its subject-matter staff remain responsible for the underlying business, financial, technical and operational information. We agree the division of work at the outset.
